Garmin Express stuck on Initializing when installing on 64bit New Laptop

Can anyone help? Brand new Windows 8 64bit Laptop will not allow Garmin Express to be installed. It just freezes on Initializing.

I've tried to run directly from IE & downloading on Chrome. Neither works.

Any guidance appreciated.
