What OS are you using? Over wifi? When are you getting that blank screen, in other words what have you done to get to that point?
Note that Express has to be run as an administrator and the system requirements are listed here http://software.garmin.com/en-GB/express.html when you click on System requirements. Does your system meet them?
If you're saving the file to your hard drive right click the .exe file and select 'Run as Administrator'.

Using Windows 8.1 Pro with wifi and administrator rights. Downloaded the file in Chrome.
This is was the first thing I saw, when running GarminExpress.exe.
But after downloading in IE and choosing run the installation worked.
