920XT - This device is not compatible with Express

Garmin 920XT firmware 2.50
Express version 4.0.25.0
Windows 7 x64

When I try to add my 920XT to the computer I receive the following error:
This device is not compatible with Express. Please contact Customer Care for help.

Why are you still running 2.5 firmware?

I want to upgrade, but can not connect with Express.
This is the firmware I bought the 920 with.

The Forerunner 920XT is a mass-storage device. Try using WebUpdater to update the firmware.

Solved...

Observing the dialogs are not aligned correctly, I've changed the locale of Windows to English and re-installed Express.
Now it works.
Windows was running in English (Start button in English and on the left side) but the Format was set to Israel (Hebrew).
