Unable to add Fenix 2 to Garmin Express

I had to reload the OS on my PC of the weekend and after re-installing Garmin Express, I am unable to connect my Fenix 2 to the software.
It finds the device, but states "Garmin Express does not support this device. Please use Garmin Map Updater"
I downloaded Map Updater, which did find the Fenix2 but sent me to a page on my.garmin.com where it told me "Map updates are not applicable to this device.".

Please note - this was working (mostly) flawlessly prior to my OS reload.

Express version is 4.0.23.0 downloaded 6/9/2015.

Typically this is caused by a corrupted GarminDevice.xml file on the GPS device. Use our FAQ Why is my Garmin mass storage or MTP device not communicating with Garmin Windows applications? and skip to the section that states "If the Garmin device is recognized by the computer but the Garmin application will not detect the device, verify:" where it discusses the corrupt GarminDevice.xml file.

That should resolve the issue, however if not, contact Product Support by phone for further assistance,
