Unable to install Garmin Express

I am getting an error message each time I try to install Garmin Express so I can save data from my Forerunner 10. I've downloaded the file from different browsers and saved to different locations and have even tried to Run As Admin and I keep getting these two pop ups.

Does anyone know how to fix this problem?

I am sorry for the troubles installing Garmin Express.

Verify that the computer meets the system requirements for Express. These requirements are posted at www.garmin.com/express.
Ensure the user profile has administrative rights. Installing Garmin Express as a standard user or guest account is not recommended.
Computers owned by businesses often have restrictions set up to prevent the installation of unauthorized programs. If using a business computer, contact the IT department responsible for the computer or try installing Garmin Express on a personal computer.
Restart the computer and try again.
Garmin Express should not be prevented from installing by most consumer antivirus programs. However, if the antivirus being used has out-of-date definitions or is more aggressive than standard consumer antivirus, disabling the antivirus program may allow Garmin Express to install.
After these indications are followed, Garmin Express should be able to successfully install. If the issue persists, contact Garmin Product Support by phone.
