I cannot download Garmin Express

Whenever I try to run the Garmin Express set up file I have downloaded I get a blank box saying Microsoft .Net Framework required for Garmin Express Set Up. I have updated the Microsoft.Net Framework a number of times but this does not seem to be working :( Any suggestions?
