I am sorry that you are having trouble with Garmin Express. I have seen this in the past and it was caused by a corrupt locale setting on the computer where we couldn't even change the locale on the computer. I would verify that your computer's locale settings are correct in your control panel. If the settings are already correct or you are unable to change them, you can try creating a new user account on the computer as I believe that these settings follow the user profile.
Actually, it worked. Thanks ! And here is what I did: I changed system locale to English(UK), deleted all my languages and keyboard settings, location, formats and set all to English(UK). I restarted the system and Garmin Express works just fine.
