Express/Connect communications issue?

As advised by a forum member I have reposted here...

Express installed okay and showing the device. But the device is not displayed in the Connect widget. When I try to send anything it returns a white panel other times directs me to the Express download pages.

After reading these threads I have tried....

Reinstalled Express and confirmed proxy set to OFF.
Changed Core Service logon to Network Service and stopped/restarted service.
Switched off Windows Firewall and AV software and confirmed that Express is registered in the allowed application in Firewall settings.
Deleted cache from IE
Confirmed device is registered in myGarmin

Tried a fresh installation on a new laptop with exactly the same issue.

EMailed customer support (19:15 29/12/14)

GPSMap 62S (new)
Software v 5.8 (it updated itself on first connect to Express)
Windows 8.1 64bit
IE 11 and Chrome
Express version 3.2.26.0
Java 32 and 64bit freshly installed
