Nuvi not detected

I have a Garmin Nuvi 2597lmt. My laptop will not detect the device, neither through Garmin Express, nor as a disk.

I have tried two laptops, Windows 8.1 64 bit in both cases. It's the same NUVI and same USB cable.

Laptop 1: Detects the Nuvi, AND detects a Garmin Edge 500 also, and works perfectly.

Laptop 2: Does not detect the Nuvi, but DOES detect the Garmin Edge 500.

Any ideas why Laptop 2 will not detect it? It does charge and power it, here is what I have observed/tried on Laptop 2:

1. Plug the USB in
2. The "Garmin Express" splash screen appears on the device, for about a minute, then the device goes to the standard Garmin screen and boots to the dashboard. Nothing happens on Laptop. The picture of the PC and GPS are in an orange colour.
3. Tried all the USB ports (not hubs) with the same symptoms.

I have tried to go into the developer settings and switch from "MTP Auto Detect" to "Mass Storage" and the same happens as above, except that the picture of the PC and GPS are in a grey colour, not orange. It still appears for a minute before rebooting.

    Just to add, I can now get it to work, but I MUST, on Laptop 2, plug it into a USB 1.1 hub first! It then works fine.

    Both laptops have a mix of USB 3 and USB 2 ports, on Laptop 1 the Garmin works in them all, but on Laptop 2 it works in neither, unless it's plugged into the HUB then it works in both.

    This is very odd?
