having this error when I try to create a new account or sync an existing account on garmin express. been looking for a fix on the internet for days but no luck.

When we have seen this issue in the past, it has been due to corrupt system locale settings on the computer. If the issue continues with the latest version, you can try another computer if you have one available as other than reinstalling Windows, I do not have a solution for this issue. You can also try calling Product Support by phone but if the issue is corrupt locale settings on the computer, we will most likely not be able to resolve this.
updated garmin express and my old account was logged in with my old 910xt but when I try to add a device it returns to "new account or sync an existing account" then the error appears again.

Hi, I have the same error with garmin Express, I updated the software, however I am still having problems. The only way possible to export data war with ANTAGENT and after that I was able to upload it in classic Garmin connect desktop. Please do no t remove this version. Alot of people are having problems with Garmin Express ERROR: locale parameter is invalid!!!
Use the ANTAGENT using the classic view in internet to recognize the device and upload information, however if you use the new view, you will not be able to upload it because of the error message: "Garmin Express ERROR: locale parameter is invalid!!!"

Is it really though? I'm having this issue too but I'm only having an issue using Garmin Express. No other software or experience on my OS is suffering for apparent "corrupt locale settings". Maybe it's actually Garmin Express that is at fault. Or maybe you should just default to "en" if you can't get the locale settings from the OS.
Do you happen to have more than one language setup for your Windows installation? I usually switch between Spanish and English. I was getting this error and thought I'd try removing all language and locale information except for my main language. After doing that, then restarting my machine, and re-attempting to pair my device, I was successful in syncing my device!
Therefore, there is a bug in the Garmin Express software - it doesn't permit an install if you switch between languages.
I'm not saying that this workaround will work for everyone (I'm not even sure that everyone here is switching between languages), but it worked for me.
