Error installing Garmin Express on Windows 7 64-bit Enterprise SP1

Hi there, I'm trying to install Garmin Express v3.2.21.0 on a Windows 7 64-bit Enterprise SP1 PC, and have tried three times without success. Each time, after a few minutes, I get an error message saying:

---------------------------
Garmin Express
---------------------------
Service 'Garmin Core Update Service' (Garmin Core Update Service) failed to start. Verify that you have sufficient privileges to start system services.
---------------------------
OK
---------------------------

I've run the GarminExpress.exe installer 'As Administrator', and just normally by double-clicking it. Same result. I have successfully installed plenty of other software on this laptop under the same user which result in Services being added and started. My user is a member of the local Administrators group on this PC.

Having found others reporting a similar issue on this forum, I tried the advice given to them to run the Microsoft .NET Repair Tool v1.2 from this FAQ. It runs successfully, and re-registers then restarts Windows Installer Service, but after running it I still get the same error message on running the GarminExpress.exe installer.

I have Microsoft .NET Framework 4.5 installed - I saw towards the end of URL="forums.garmin.com/showthread.php thread[/URL] a some posts where other users had tried using version 4.0 of .NET framework instead, or reinstalling the "Microsoft 2008 VC++ redistributable", but I have other applications which I need to use for work which require variously the .NET Framework and VC++ redistributables, and I'm reluctant to 'downgrade' the versions of either in case doing so impacts those other applications.

The Programs and Features control panel (appwiz.cpl) shows no Garmin software currently installed, and the Services control panel (services.msc) lists no Garmin services.

Any suggestions?
  • I wouldn't suggest backdating or downgrading. If you have any firewalls or you are behind a proxy those can cause this issue. Is this a work computer by any chance?
Have you or can you try another computer?

I am also having this problem after Express stopped working, I uninstalled it and am now trying to install it again. I've tried various different things, including those mentioned above, and nothing works.

This error can be caused by a variety of issues on the computer. If the .NET repair tool did not solve the problem and the computer has been restarted, there is most likely some kind of issue with the permissions on the folders that Garmin Express uses. There are two folders that need to have full control set for the Administrators group:

    • C:\ProgramData\Garmin
    • C:\Windows\SysWOW64\config\systemprofile
      \AppData\Roaming\Garmin

All of the sub-folders contained in these folders must also have these permissions set. If you are unsure how to modify these permissions or it does not solve the problem, it would be best to contact support by phone so that we can look at the logs and determine the cause of the problem.

Yes, the PC I was trying to install Garmin Express on was a work laptop, and we do have a proxy to connect to the internet. I'll try installing it again on the work laptop, but at home where there's no proxy.

Thanks Jason - this PC's local Administrators group (my username\Administrators) has full control of both folders (C:\ProgramData\Garmin and, C:\Windows\SysWOW64\config\systemprofile\AppData\Roaming\Garmin), and every one of their subfolders.

I'll try installing from outside our corporate network next.
