Garmin Express v3.2.9 won't install - Windows 8.1 (64 bit)

I can't install Garmin Express in my windows 8.1 But after much effort I was able to
if Garmin Express won't install - Windows 8.1 (64 bit) first you must install Microsoft .NET Framework 4.5
