Unable to Update to 3.2.19.0 Windows 7

I currently have 3.2.19.0 installed on a Windows 7 machine.

The update ends with:

Failed. Try Again?

I am unable to uninstall the currently installed version 3.2.17.0 using the Window Control Panel. It fails with the same error message.

The uninstall of the security patch allowed the update. Thanks
