Unable to install Garmin Express - Windows 8.1

I have for some time tried to install Garmin Express on my Windows 8.1 PC (Dell XPS 2720), unsucessfully.

When starting the install, the status window turns into "Garmin Express (Not Responding)" and a second window pops up saying "Garmin Express has stopped working" with the usual 'Windows is checking for a solution...', to which there are no results.

I have googled but not come across a similar error situation with Garmin Express. Any pointers? Anything I should try? Any dependencies etc for running the install that are not documented?

(I currently use the Garmin ANT Agent to manage transfers from my 910XT - I have also tried uninstalling this software before starting the install of Garmin Express, same result)

Garmin Express relies on Microsoft .NET Framework 4 to be in working order. The error that you are receiving may indicate that the is some kind of issue with Microsoft .NET Framework. To resolve an issue with Microsoft .NET Framework, download and run Microsoft's .NET Framework Repair Tool:

If this does not solve the problem, it would be best to contact support by phone so that we can look at the application logs and determine what needs to be fixed.
