Express on Windows 7 Home Premium hangs on PC and laptop.

I have a older Garmin 260W and have done updates in the past with no problem. That is before Garmin Express.

I have tried this on my Win 7 desktop and Win7 laptop and on both. Express hangs on a blank Terms and Conditions screen. The spinning circle stops dead after 1 second.
Task manager shows it looping at 50 percent CPU.

Garmin level 1 support could not figure it out. I was passed over to Garmin 2 level support. He connected to my PC and took control of the screen.
He loaded new and old version of Express and still the same deal. It happens both ways, if you do a direct update to the Garmin or to the PC.

He initialized my Garmin storage. So now I completely lost the version I had. Nothing worked. He gave up.

I continued working on the problem on my own. Some actions I took.

I just happen to have an old version of North America map set on my C drive from 2010. I loaded that back on and it works like a charm. So now now I have a good base to work with.

Ran Express under Administrator privileges.
Made sure Garmin Update service was running in auto mode.
Change Garmin Update service to a Network service privilege and then a stop and start.
Re-booted the PC several times.
Tried updating to PC and/or Garmin.

Bottom line is nothing I did got Express to work.

It appears they do not do any regression testing! This is a very serious problem and they are not addressing it.
