Can't install Garmin Express on Windows 7 x64 - Getting Failed, try again error

I have tried the following things:
- Moving the .exe to c:\\ ---------- didn't work
- Tried .net framework repair tool and rebooted computer ------------------ didn't work
- Tried executing this download.microsoft.com/downlo...redist_x86.exe ------------------- didn't work
- Went to services.msc --------------------- Garmin Core Update Service isn't there
- Tried installing an older version of Garmin Express --------------------- didn't work
- Tried downloading file in IE and selecting "run" instead of "save" ----------------------------- didn't work

Any further ideas?

Garmin Express creates a set of log files on the computer when it is running. They may provide some information that will help us with troubleshooting. I will private message you the code to input when you follow the steps below.

Windows:

Open Garmin Express
Click Settings in the upper-right (Gear icon)
Click Send logs to Garmin
Enter the code provided by Garmin Product Support
Click Submit

In the meantime, if you have access to another computer it may be quicker to try that.

Also have problem installing Garmin Express on Windows 8 X64 - Keep getting error message "Service 'Garmin Core Update Service' (Garmin Core Update Service) failed to start. Verify you have sufficient privileges to start system services."
Have tried running as administrator but keep getting same error. Have downloaded latest version of GarminExpressInstaller

The issue that I have is that the installation of Garmin Express fails so I can't run the program and look to provide you with an error log........

TWIGGLER82, if you do not have another computer you can try it would probably be best to call one of our customer support centers. You can find the numbers at this link: http://www.garmin.com/us/support/

MOLARMAIL, your issue is a bit different. Please follow the instructions in the thread above.

I tried all of the above. I have the ANT+ USB Stick and a 910XT. GE will not install at all, just keeps looping on the Failed Try again window.
I am running:
Win7 64bit
Enterprise edition, Service pack 1

not sure what other data you need.

Please disregard, i did the download using IE and used Run instead of save and it went through. Already got GE installed.
