Garmin Express Update to v3.2.16.0 will not install on Windows 8.1

When the Garmin Express Update to v3.2.16.0 became available I tried opening Garmin Connect and connecting to my Garmin 800. The process was immediately stopped to require installing the latest version of Garmin Express. Failed with an error message

I uninstalled the previous version. I have repeated uninstalling and then install several times. Always the same result, "Failed" error message

I tried going to the Microsoft fix it site as recommended in an earlier post but I get yet another error message



So now I can not upload anything and Garmin Connect does not recognize that I have a device at all. All my previous uploads are there but can not any more.

    My fix for this issue!

    looks to be located to install not recognizing when Visual CPP portion of install has finished - I fixed this by :

    Try and install 3.2.17, kill after hanging.
    Restart machine then "Repair" the Visual CPP 2013 redistributable in the Control panel / Programs section (so you know its correctly installed)
    Re-run the install and then, when it hangs on the VisualCpp bit, go into task mgr and kill the vcredit_x86.exe processes (I had 3)

    After this, my install proceeded and completed successfully
