Garmin Express Freezes at Splash Screen

I installed GE 3.2.16 without any errors, but when I launch it, I don't get past the splash screen. The applications tab of windows task manager has the entry "Please wait while this application opens" where Garmin Express should be. Under processes, I have express.exe, expressTray.exe, Garmin Cartography ..., and IAANTmon.exe
My system includes: Pentium 4 3.2 GHz, Windows XP SP3, .net Framework 4 with all updates for XP, the latest installer

I've spent hours installing/uninstalling getting the latest windows updates, reading through forum posts, with no change in the results. Is there a known fix for this?

Unfortunately the known installation issues with Express on XP SP3 are corrected by repairing the .NET Framework and installing Windows Installer 4.5. I suggest you contact Product Support at 800.800.1020 M-Th 8am-6pm and Fri 8am-5pm CST and have the Software group take a look or use another machine.
