Garmin Express v3.2.13.0 will not connect to Garmin 3490

When I connect my Garmin 3490 via a USB cabled this under Windows 7 and Windows 8.1 with the same the connection icon appears on the device, a folder "Garmin 3490" appears under "This PC" and it is recognised within Device Manager as a portable device.
However, after trying to connect for 20 seconds, Garmin Express states that there was No Device Found.
I have tried this under Windows 7 and Windows 8.1 with the same result.

Please advise

My guess is that your GarminDevice.xml file is corrupt.
