I have been trying to install Garmin Express 3.2.9 to uses the new features on connect. So far all I get is the "failed, try again" message. I am using Windows 7 64 bit. I have tried using the .NET repair tool. I looked into the windows installer but it up to date. Windows updates are all done as well. Have tried running as admin.
What I do notice is that just before it shows the failed message it changes to "downloading required components" for a split second. I have tried over both wireless and cable with no proxy or vpn running. My internet connection is fine.
Pretty much at a loss on what else to do?
EDIT: also have tried uninstalling communicator plugin and installing both with and without it on. Also tried downloading with IE (was using chrome before) still no luck. Even tried turning firewall and antivirus off.
I take it this isn't the same problem as above, if not please start a different thread and explain the exact problem you're having. It's not helpful adding to threads when the issue is different as we all (me included) get a tad confused, and I'm sure it doesn't help the Express team resolve issues.

Important point seems to be hitting run rather than save as I had done everything else before, maybe because this saves it to a different place where it has better permissions, who knows, it is totally retarded that a piece of commercial software requires so much pampering to get it to work.

I went to this website using Internet Explorer (Version 11, if it matters) : http://software.garmin.com/en-GB/express-download.html I had the watch connected. I don't know if that makes a difference. I had previously tried with or without it connected.
The download did not automatically start (maybe because a copy of the installer was already in Downloads? I don't know) so I clicked Restart the Download.
Instead of saving the file, I ran it straight away. This time it downloaded the files and installed correctly.
Hopefully that might help someone else get going, but it doesn't exactly make me excited about Garmin software."
System requirements suggest Vista or later, XP with SP3 will struggle in future. You may want to try these to give yourself the best chance. Since MS have now ended support for Win XP you may find it best to update.
