I'm having all sorts of problems updating to 3.2.4.0 - I get an error that the core update service can't start with a suggestion about permissions. I'm running as administrator so this isn't the problem...
I had the same problem. I also found that after that error message appeared, I couldn't uninstall Garmin Express either. What finally partially worked for me was to download and install Garmin Express from the Garmin web site, then successfully uninstall it.
It seems that folks with our problem have no issues with installing Garmin Express the first time, but that some Windows protection issue prevents us from updating an existing installation.
To use Garmin Express, my suggestion is to turn off the Garmin Express auto-update and to never update Garmin Express. Download Garmin Express fresh and it can be used. When a new version of Garmin Express comes out, uninstall the existing installation and install the new one fresh.
My .NET Framework is up to date and shows no errors so I doubt that our issue is due to a faulty or outdated .NET.

Garmin Express Installer v3.2.4.0 Install Failed on Windows XP PC
I was notified today that I need a new interface to use Garmin Connect today. I downloaded the file and when I tried to run it, it failed. I tried to run it multiple times and it displays a message that says "Failed - Try Again?". This was working fine for 3 years. Now I can't upload my rides. Does the new interface have new system requirements?
I just bought a forerunner 620 and have been trying to install Garmin Express all morning on my Windows XP PC with no luck! I keep getting the the failed to install try again message. Any help with what the problem would be would be greatly appreciated. Thanks
I tried with .NET repair tool (http://support.microsoft.com/kb/2698555) and after this I could install new Express version. I have version 3.2.4.0 up and running on Windows XP SP3.
If that helps: I always had this message during update about the core services that could not be started - with one or two exceptions that I cannot really explain. And the latest version (3.2.4.0) was no different. But apart from that it installed itself yesterday.
Among other things (=Garmin's cavalier attitude to the software coding that springs to mind) I also suspect .NET library as it proved problematic in the past.
If you are receiving the "Failed. Try again?" message in Windows XP or Windows Vista, it is usually caused by an out of date Windows Installer. You can download the latest version of the Windows Installer from Microsoft here:
