cant load GE, just fails on install

i have a windows 8 machine, and i cant load ge. It just fails half way through, and asks me to try again. Any thoughts?

Try repairing Microsoft's .NET Framework (or updating) by:
Control Panel>Uninstall a program>Microsoft .NET Framework>Repair .NET Framework v 4.5.1

Jim i dont have anything listed like that, all the microsoft listed are visual C stuff.

Jim i found it in win 8, it needed to be checked to on. It installed. Thanks a bunch!
