Should Garmin Communicator Plugin be downloaded and installed outside of browser?

I've installed Garmin Express on Windows 7 64-bit. The Garmin Communicator Plugin was installed via Firefox. Every time I go to the Garmin home page and click the myDashboard link, I get a page that says Install Garmin Communicator Plugin. I hit continue, get the Agreement and agree. I then get to the installation instructions. The first few times I installed it, but now when I get to that point I can click on myDashboard again and this time it gets to the right place and also will detect my device (nuvi 2360). So everything tells me that the plugin is OK but I get tired of going through the fake out install each time.

Secondly, in running Garmin Express the Extras page comes up empty. I've looked at various threads about this issue and have been able to get it to work after going through a process of getting everything together via FireFox and the myDashboard and then deleting and reinstalling the device in Garmin Express, but this only works about one time out of three and I don't know how to predict it. Once it works, if I reboot I'm back to square one.

Would doing a manual install be appropriate? I'm suspecting some issue about getting the communicator fully loaded in memory before trying to sync with it, but that's just a hunch.
