There's a long existing thread about this issue

How to kill Garmin update's "sc.exe"?

and I just posted my solution (yet again)

It is rather sad that the solution is to suggest un-installation of the Garmin product. However, if that is what you suggest, I will do so. perhaps future installations will be better debugged before distribution.

I was suffering the same "RUN AS" problem and then I discovered that I couldn't connect to my Tanita BC100 scale, un-installing Garmin Express solved both problems.

  • Johnboy,

Did you set a password on your user account, or did you just select normal startup in msconfig? Having a password in the user account should prevent this from happening.

If this still did not work, please try disabling Express Tray from your statup list in msconfig:

    1. Press Windows Key+R
    2. Type msconfig and press Enter
    3. Click the Startup tab
    4. Uncheck Express Tray
    5. Restart the computer

This should prevent the Run As prompt from appearing on startup. However, this will cause the Express system tray icon to be absent until the program is launched through some other means.
