I see lots of discussion about how various things on the computer causes slow download speeds when using Garmin Express. How can my computer have download speeds of ~95 Mbit/sec but the Garmin is only ~2.6 Mbit/sec? Explain this to me please!

There could be a few things that are also impacting the download speed for the maps. Please review this troubleshooting article: Garmin Express not Working for Updates and Downloads
One thing I’ve experienced is security software can impact transfer speeds. I use Norton and normally toggle it off for about an hour. My update time for a map is typically about an hour. If I don’t do this it is typically around two hours.
If you are comparing the speeds you've highlighted in the red boxes, the first from Speedtest.net is your actual internet speed. The second from Garmin Express is not the internet download speed but the transfer speed of the map data that has already been downloaded directly to the GPS unit.
If you look at the Garmin Express progress bar, the first 50% of it usually refers to the initial map download (from the internet) & compile progress to Garmin Express. The second 50% (50% and above) is the transfer speed from Garmin Express itself to the GPS. In your screenshot, the Garmin Express progress bar is at 75% meaning it's now transferring the map data directly to the GPS unit. This is usually the slowest part because Garmin devices tend to have a very limited interface speed. This is why the speed you are seeing (333.3k) is so limited...you are seeing the interface limits of the GPS unit itself and it's ability to accept the transferred data.
Ah OK, that makes sense. When the process started, it was faster and then slowed down later just like you suggest. Thanks for the explanation!
