Yes - just happened to me when I started Express. It is indeed mandatory - you have no option to ignore it!
Says it contains 'critical' updates.
The update contains a 'Pairing Mode' utility that enables a low level USB connection to xx40 Edge devices so they can be recovered from a boot loop, which was introduced due to a conflict between a F/W update & 2026.10 European Map update.

I wonder why it was made 'critical' and 'mandatory' to I suspect the majority of installations which were not affected?
I'm guessing updates are pushed out irrespective of the devices registered in Garmin Express & there probably aren't any device checks within the GE updater to determine whether it should be a mandatory or optional update so by making it mandatory for everyone it's a catch all that ensures that everyone with the affected devices is forced to update to the version that would enable them to recover their devices
Just did the mandatory update to version 7.28.1.0. Now I'm stuck in my own loop. Whenever I launch GE it wants to update. When the update runs it says that 7.28.1.0 is already installed. When launched it insists that I update to 7.28.1.0. This is on a current Windows 11 install. The issuse has survived two reboots so far. I'd be wary of installing.
It could be that the installer manifest isn"t registering the new version in the registry for Windows 11. I've had no problems in Windows 10.
If you have powershell you could try the command
winget upgrade
Which might show that an update to GE is available with the current version and new version
If you're sure you have 7.28.1 installed you could then manually search in the registry for the old version number and change it (Be careful what you change so you don't break your computer)
The only other way I can think of is to uninstall and reinstall GE
I did an uninstall of GE but kept its data files. A reinstall of GE resolved the looping. Oh well.
Tried to install 7.28.1.0, got error codes 2502 and 2503. Deinstalling is impossible. Deinstalled all Garmin software (express, basecamp and mapsource) with revo, cleande the registry and now...... no reinstalling possible, all programs say error 2502 and 2503. And yes, i have total rights to the temp directory. I hate Garmin for this bad programming.
