Two years later and this problem is still going on.
I have also got this problem, in my case I have tried installing it with both a computer running on Windows 11, as well as another computer running on windows 10.
I have tried turning off the virus scanner.
I have tried using VPN to install from a different Country, Like multiple states in America, New Zealand, and multiple states in Australia where I live.
It's like Cyclops Safety Camera upgrade does not exist, but they are happy to take our money anyway.

Clearly more then 2 years.
Also, as he said, if you log into the Garmin by itself to do updates, there's no Safety camera selection on there for choosing to buy, download or update.
Nothing.
The choice only comes up on Garmin Express.
