I have been seeing this for a couple of weeks now when trying to sync my Fenix 8.
I click the gear icon and About, and it said my Express was up to date.

After a lot of back and forth with support, we decided to remove the Dexcom app from my watch.
I was surprised, but that solved my problem.
It may not work for you.
I will definitely try it with
Run as administrator using latest Express upgrade. Old units now syncing perfectly!
