garmin express will not launch

trying to lauch my Garmin Express on my laptop and it won't lauch. it tells me Launch Garmin Express after installing and nothing comes up

Is this a first time issue or has GE been working in the past? If it has been working in the past, what have you recently done to the laptop? Perhaps a Windows update? What version Windows are you using?
