Garmin Drivesmart 65 MT will not connect to update server on device and Garmin Express will not find device. Windows finds device when it is plugged in, but not Garmin Express. How can I update it?

Plug device into computer with USB that came with device and it will not find it in Garmin Express but I can choose action on windows - which means it is in file transfer mode because that also displays on the screen. 

Tried doing update directly from device and it says "cannot connect to update server"

Have restarted my computer, force closed Garmin Express and reopened, ran as administrator, and changed USB ports. Still getting the same outcome.
