With Garmin Express v7.17.3.0 my Forerunner 220 shows "not connected", although Windows Explorer shows the device. Windows system restore got my syncing resolved. A restore to before the upgrade resolved the issue. Windows 10 Pro, Garmin Version 7.16.3.0 works fine, like it always did. Something in version 7.17.3.0 keeps the forerunner from being detected. I had also upgraded Quicken deluxe to R51.10, but I do not think the Quicken upgrade would disable syncing. No other programs were installed. Fortunately I had a restore point just before the Garmin Express upgrade. I will be much more diligent in creating a restor point before upgrading Garmin Updates.
After a fix, a post from Garmin to advise would be greatly appreciated.
