I have been using 7.17.3.0 on Win10 for s few weeks, but recently it fails to load every time it is called.
I have uninstalled, rebooted, reinstalled, still the same issue - Never gets past this screen:

I have performed all action and suggestions listed below and still have the same issue, even after multiple program removal, reboot PC, reinstall, even with older versions of Express.
If I open the "C:\ProgramData\Garmin\CoreService" directory and clear all contents, Express WILL RUN, but has no devices listed, which means each device has to be again connected and assigned to the proper account, etc. etc. - a process that takes me more than a day to complete with the number of devices I have.
If I populate this directory with backup copies, Express still fails to start properly, regardless if current or older versions of Express are installed.
This makes no sense as previously there were zero issues with Express up to and including the current version, 7.17.3.0.
