I think what did it was going through all Time & Language > Language & region settings - these were the last ones I changed before it started working
Thanks for replying - I had some limited success by reinstalling a (very) old version of GE...have updated to the latest again but now the app just abends every time I try to open it. Horrible user experience.
I've also been having this problem since the automatic update to 7.16 broke my installation into a loop of "Report and re-open/close" error which the developers seem not to care about.
Clean re-install did not fix the problem. VPN did not fix the problem. Router/PC restarting did not fix the problem. Nor did other suggestions like running as administrator.
Can someone please share the 17.5 installer?

Have you tried changing the locale to US English as described here ...as for everything else, we are dealing with malakilithioi - nothing to see here :)
Yes all the advice in the Garmin FAQ makes zero difference. The only way I had success was going back a version.
The file is too big to share unfortunately so suggest you go direct to Garmin suport who may be able to assist.
Older versions may be resident on your PC. Go to C:\ProgramData\Garmin\CoreService\Downloads\Application and see what may be there. Before doing any of the possible updates I suggest going into your present version an disabling the switch to have GE run in the background, then do a normal uninstall, then do a reinstall of the older versions. Also, when adding a device, make sure the time on the device agrees with the time on your PC.
