Uninstall the current version. Then, assuming you haven't cleaned up the older installation files, these should be located at
"C:\ProgramData\Garmin\CoreService\Downloads\Application"
Drill down until you get to "garminexpressinstaller.exe."
Have you tried stepping through the fix as suggested by SUSSAMB?

I had this problem but managed to fix it - tried the FAQ and it wasn't helpful but it, and some previous replies gave me a direction to work in. I changed ALL localisation settings that I could find to the UK (where i don't live, but currently am). This is a bit counter-intuitive as I even changed my keyboard to UK English, even though it's a US format one .................. I get the impression that the Garmin installer can't deal with slightly unusual localisation issues such as people who use a computer in a language outside the country where that language originates.
I have driven myself almost nuts with this over the last couple of days...tried 3 different PCs, worked through the FAQ religiously and it just DOESN'T WORK - I get this same error message, when (occasionally) Express actually finds my device (trying with EDGE and Epix Gen 2).
I just don't know where I go now - except slowly round the bend...did you get anywhere? If so how? HELP!
Which settings did you change? I am in the UK and can't think what might be screwing me...it seems like this new version is the culprit. TIA
