Edit 2: If you guys can't wait and you REALLY want to roll back to 7.15.0.0, since Garmin does not keep previous versions available, I suggest you Google the SHA256 checksum, that being f10cc83fcdd4cf3fc8002068dadba6ab2073bd735f4e1e822012d07e0aeead47 ;)
Unless you've been cleaning up the old downloaded versions, you will find the downloaded install files for older versions sitting under C:\ProgramData\Garmin\CoreService\Downloads\Application.
That is correct: \ProgramData\Garmin\CoreService\Downloads\ contains, respectively, previous applications (directory Application) as well as older firmware (directory Firmware) – it worth noting that the treasured Garmin FAQ does not make any mention of this - however, to make 7.16.1.0 go past that “Garmin Express quit unexpectedly” and have it “working” (yes, that’s sarcasm), it must be uninstalled by specifying “Delete all Garmin Express files from your computer” which inevitably wipes out said local repository.

That unfortunately did NOT work for me. Ironically that option actually does NOT delete all the Garmin Express files. You also need to delete (or rename) the Garmin directory from "C:\Users\<username>\AppData\Local" in order to delete ALL Garmin Express files. :)

That would be all for Garmin’s umpteenth (and mostly unacknowledged, in spite of the fact that there are multiple reports of this issue, hence it works for some and/or it doesn't for some others) blunder, which will be, eventually, addressed sooner or later; at the moment I am writing this (almost two weeks since the release of the latest Express), nothing has changed.

I feel garmin doesn't care about their old users. You have no idea of the BIG PROBLEM that garmin caused me, a loss of R$3000 (money from my country), which is equivalent to 2x minimum wages. lately garmin has been my biggest disappointment, for now, downgrade to 7.15 solved my problem(ps: i don't use vpn, i live in brazil)
I own an FR645m as I said before. And the watch's GPS inexplicably stopped working, I'm running without the watch because the garmin doesn't work anymore.(gps signal) Look, I created a topic about this a while ago here, but nobody answered. I've looked for help everywhere, I've done everything they told me and nothing worked. I'm hanging by a thread, my will is to take the garmin to the judge, because a watch that has been very well cared for, for 3-4 years, losing such an important function (such as the gps) makes no sense. My watch is new...I feel wronged by garmin. they want me to buy another one and I don't have the money for that...a garmin is very expensive in my country.
Installed 7.15.2.0, but did not help. The sign still appears. At work, everything is the same - the GE works. Strange.
