I searched on google and did many things that I saw,
install framework, run in compatibility mode, none of them worked (obviously I already did a full reinstallation of the program), it was working fine until the previous version.

Laptop or desktop and what version of Windows? Have you done any of the Windows updates that came out this week?

but garmin express was working today however i updated and it stopped working.
Same problem here; in my case, the issue is addressed by the customary uninstalling/reinstalling (mandatory selection of "Delete all Garmin Express files from your computer" or it wouldn’t work otherwise).

It appears that a few glitches are plaguing Garmin’s infrastructure since the beginning of the week (same here, of course).
"we're unable to add this device because our servers are unavaliable at this time"

Yep, stopped working after update. Did a complete uninstall and then installed latest version from scratch. It starts, but due to uninstall I have to add all my devices again and this doesn't work, keeps returning "Server unavailable".
I downgraded back to 7.15.0.0 and working perfectly again
Downgrading to 7.15.x.0 addresses the problem too, which leads to infer that Garmin has some infrastructure migration going on and it appears they’re not getting the client right (this is the second botched attempt, after the 7.16.0.0): let’s just wait and see (my money is on an imminent 7.16.2.0).
Edit: in order to satisfy my own curiosity, I had a (very) quick look under the hood, and it appears that Garmin Express 7.16.x.0 crashes when trying to communicate with a never seen before, however properly answered, webtools-test.garmin.com (before it was the usual resources - res.garmin.com – followed by the actual single sign on – sso.garmin.com - follow by everything else, which are now weirdly instanced out of sequence).
Edit 2: If you guys can't wait and you REALLY want to roll back to 7.15.0.0, since Garmin does not keep previous versions available, I suggest you Google the SHA256 checksum, that being f10cc83fcdd4cf3fc8002068dadba6ab2073bd735f4e1e822012d07e0aeead47 ;)
