Garmin Express Keeps asking for sign in, and loops

I'm on Windows 11 H2, and had to reinstall Garmin Express.  When I start it, it looks normal.  I plug in a watch, it opens and asks me to sign in.  I do, and hit return.  It whirls a bit, and i get the sign in box again (and again and again).  This happens when I normally start Express, or I start it in Admin mode.

Any ideas how to fix this?
