What is the host operating system?
Which edition and version of Windows 10 are you running in the virtual machine?
What is the error message you see say?

The error occours just when I start the GarminExpress-7.13.1.0 app and beguin downloading files, the download process restart tree times and give the error messaage "Instalation error" try again later.

Do you already have an older version of Garmin Express installed in the virtual machine?
From you description it sounds as if you have and it is not able to connect to the server to download the update. The first thing I would check is the configuration of the virtual network connection of the virtual machine.
I have successfully run earlier versions of Garmin Express in Windows 10 Pro (64-bit) virtual machines of VMware Workstation Pro on Windows 10 Pro and LMDE hosts.
I think I still have a Windows 10 Pro VirtualBox virtual machine that has [an old] Garmin Express installed. If I have I will see if it can update and report back.
Yes, I installed an old version of Garmin Express I had got in an external disk, but it could not connect to the server ! so I think you are in the right way! , but, I tried different configurations in the virtual machine network, the default configuration NAT and now as BRIDGE, but both gave me the same result.
Do you know where can I get a full version of Garmin Express to install directly en the PC?.
And what can I do to check the behavior of de VM network in order to fin out if it is suitable to connect to the Garmin server ? Because it seams to work properly, I can browse the web, the Bandwidth is the same as in the host !

If you go to https://express.garmin.com with the web browser in the virtual machine this should take you to the Garmin Express page where the stand-alone installer can be downloaded.
Ok, of course! I did that , and downloaded the version 7.13.1.0 app from the Garmin official site to install Garmin Express in the VM PC, but when I launch the app it begin downloading files and during that process it stops and starts three times and give the error message. I think it could be because the version of Win 10 I have installed in the VM is an old one which is suitable to get inside a DVD. The actual Win 10 version weight is more than 4 GB and you need boot from a DVD in order to install it in the VM.
I ran my VirtualBox Windows 10 Pro VM and allowed Garmin Express to automatically update itself from 7.10.0.0 to 7.11.0.0 then 7.13.1.0 without issue. However, the version of Windows 10 I am using in the VM is 21H2 which is the current version.
Why have you not allowed Windows Update to keep the version of Windows 10 in the VM up to date?
Garmin Express 7.13.1.0 requires .NET 4.7.2 which is included with the installer. From the Microsoft document at https://docs.microsoft.com/en-us/dotnet/framework/migration-guide/versions-and-dependencies .NET 4.7.2 is not supported on Windows 10 1511.
My guess is the installer is seeing the included .NET 4.7.2 installer is not compatible with you version of Windows and is trying to download a compatible version which of course does not exist.
