Express 7.12.1.0 Garmin Ant+ USB model 010-01058-00

Ant+ USB used to work flawlessly a year ago or so. Now it no longer works, it is working properly according to Device Manager. I've tried the followings and none works, the only way to connect to all my devices now is through USB cable.
1. Uninstall (removed all Express data method) and reinstall Express
2. Try all USB ports on the laptop and USB hub
3. Install Express on another computer that also shows device is working properly in Device Manager.
Based on Ant+ USB negative reviews on Amazon, it seems the recent Express update is the culprit. I haven't used Express on my computer over a year when it was working fine. It asks to be updated when I opened Express yesterday, Ant+ hasn't worked ever since.
My devices that used to connect to Express via Ant+:
Forerunner 305
Fenix 3 HR
Edge 830
Varia RTL510
Device Manager doesn't detect Ant+ in USB controllers, only in libusb as shown in the screenshot (on both computers)
