If you've tried different USB ports on your computer or a different computer, it could be a problem with the latest GE update. Sometimes the older devices are impacted. Suggest submitting a case to Garmin via phone or chat - https://support.garmin.com
Meanwhile, if you still have the download exe for an older version, you can try uninstalling the latest then reinstalling the older version. PM me if you need it.
FWIW, a few months ago my Vivoactive watch exhibited this behavior. Out of nowhere, on a USB 3.0 port on my ASUS laptop Garmin Express cannot see the watch. Watch powers fine through the port, but no data connection. Works fine on USB 3.1 ports. Somewhere a change was made on Garmin side or USB driver update that broke this functionality. Worked fine for years. Would like to get a fix for this, as the USB 3.1 ports are all on the "wrong" side of my laptop!
