Garmin Express 7.1.4.0 will neither update nor uninstall. What to do?

I cannot update Garmin Express 7.1.4.0 but uninstall does not work either. So what am I to do now to fix this?

I am on Windows 10. Any other info needed?

Screen told me to update my version 4.1.5. but would not permit update as it did not like my Framework.NET version. I deinstalled Garmin Express but keft the settings and on reboot downloaded the 4.1.9 garmin express. It installed perfectly on my Windows 7 Ultimate version.
