Garmin Express installation not completing - v7.7.1.0 (and previous versions)

For the last few updates I've had a problem with the installation not completing - see picture. The cleaning up process never completes. I can kill the window then run Express, and things seem to work ok. But when I reboot the machine, the Garmin Express installer "cleaning up" process starts again. This happens on every reboot. I searched through Windows registry and found this entry:

Registry key: RunOnce

Value name: {9e0ef45d-b10c-42da-9aab-16200df39d95}

"C:\ProgramData\Package Cache\{9e0ef45d-b10c-42da-9aab-16200df39d95}\GarminExpressInstaller.exe" /burn.runonce

I assume that this entry would be deleted, once the clean up completes, but it never does. I can fix it by deleting the entry from RunOnce, but it happens with each new version. Does anyone know a permanent fix for this?
