Map 2022.10 blocked on the PC, on zumo 396 ok,why?

You don't say what version of Garmin Express you are using but if it is v7.6.0.0 be advised that it appears to have contained a bug that results in installed maps being left locked.  I was first discussed in this thread Version 7.6.0.0 now available.  Reports are that it was pulled by Garmin and that if download Garmin Express now you receive v7.5 per this thread Garmin Express for Windows v 7.6 removed?.

Yes it was 7.6.00 but i found a solution:

I uninstalled Garmin Express, deleted the entire Garmin folder in C: \ Program Data \ Garmin. Then  from an old backup from February 4, 2021 restored it from the backup. Then installed GE 7.3.0 from the Application folder, then made the GE update to V7.4.1. After that, of course, GE wanted to update to 7.6.0.0, which I prevented. With GE then installed the latest maps 2022.10 on the PC from the zumo - now everything is ok.

Same issue on zumo 595 uninstalled V7.6 and installed  V7.5 it's OK with 7.5

But now it say that GE is up to date, the 7.6 version was retiired ?..

V 7.5 is the last version now.7.6 is retired. When you ask for update and you have 7.5 GE says that you are up to date!
