Garmin Express Quit Unexpectedly Windows 10 on Purchase of Updated Charts

I am running the latest version of Windows 10 Home on a Lenovo Yoga Laptop.  I have fully uninstalled an old version of Garmin Express including using advance options to uninstall from the registry and downloading/reinstalling the most recent version of Garmin Express.  My Garmin CHartplotter (8212/8215) is registered and there is a chart update available.  My charts are currently version 2018.52 and I am trying to purchase version 2021.0.  I click the link showing a discounted price, and I  get "GARMIN EXPRESS QUIT UNEXPECTEDLY."  Any attempt to close, or close and relaunch, uninstall, reinstall has the same result.  Does anyone out there have a solution?
