Windows 10 needed to be reset and repaired

I exhausted the guidance on the Garmin website and Garmin Express still would not open on my windows 10 laptop until I went to:

Settings>Apps>Apps&Features>App Installer>Advanced Options

there are two options >Reset and >Repair.... I selected both of those (reset first then repair)... Garmin Express worked for me immediately after that with no further remove/reinstall..
