Unable to install Connect IQ Watch faces due to Garmin Connect thinking I'm on old firmware

So got my new Fenix 6. Set it  up on garmin express and updated from 9.0 to 13.10. Synced.

Tried to add some new watch faces but keep seeing message my watch needs updating. Indeed from within Connect IQ Store my watch shows it's version 9.0 even though it's updated to 13.10. I've tried removing it from the store, removing it from garmin express and adding back but still thinks its on version 9.

Is there a fix for this please. Very frustrating.

Not a good start for a 'flagship' watch.
