Garmin Express crashes when adding a device

I am running Windows 10 Home (2004 - all updates applied) and have successfully installed Garmin Express.

I can launch Garmin Express (with no devices connected) and I then am asked to 'Add a Device'. Whenever I click on this icon, I get the message:
Garmin Express quit unexpectedly. The same happens if I click on the Settings icon.

Looking at the Windows Event log, I can see the following Error:

I have tried the following steps:

- All Windows updates are applied
- I have uninstalled and re-installed the latest version (7.1.4.0)
- I have tried running Garmin Express as an Administrator
- The permissions are set to Full Control allowed
- I have uninstalled Garmin Express and then deleted the Garmin Express configuration files followed by a restart and re-install.
- I have run DISM followed by sfc No errors are reported.

Does anyone have any other suggestions please?

What device are you trying to add? Have you tried different cables and ports on the computer? Have you tried another computer?

When Garmin Express crashes when communicating with a device it is either a cable/port issue or the device itself is malfunctioning.

The problem occurs without a device being plugged in - all I do is to click on the "Add a device" icon and the error appears. The same error occurs if I click on the Settings icon.

The full Garmin Express logs will need to be reviewed. Please call Product Support in your area to open a problem report and submit the logs for review.
