Access files on device from windows explorer and/or garmin express

Imo, the recent outage shows that it is very important that we users always can access the activity files on our devices (either through windows explorer or via Garmin Express) regardless of whether there is contact with the servers or not. We should always have the possibility to download offline the activity files from the devices (and/or that Garmin Express automatically downloads new activity files to disk when connected through USB and/or stick).

(I know that this is already possible for many devices, but I think it should be for all of them.)
