UpdateImportantSofwareOperation error in logs

Tried to update the firmware on my Edge 25 (after notification on a phone) and faced an issue on Windows computer - the update won't download and falls into error:

2020-06-24 15:38:57.4050 |  26 | W | OperationQueue | Exception in operation Garmin.Omt.Service.Operation.Software.UpdateImportantSofwareOperation.
System.InvalidOperationException: This implementation is not part of the Windows Platform FIPS validated cryptographic algorithms.
   at Garmin.Omt.Service.Download.FileDownloader.<DownloadAsync>d__30.MoveNext()

I checked FIPS and disabled it, rebooted and the same error.

What should I do next?

  • Some computers utilize FIPS, or Federal Information Process Standards, which may prevent Garmin Express from downloading files properly. FIPS is a standard developed by the U.S. Federal Government for use in or by government agencies and contractors that will prevent Express from running properly.

    Unfortunately, even disabled, FIPS will still interfere.  A different computer will need to be used.

    That's doesn't make any sense for me. The desktop (and all its internal stuff) was bought far away of US. How come that this FIPS could interfere?
