Zumo requres restart to connect to Windows 10 computer

My Zumo 396 will not connect to my Windows 10 laptop unless I shut the computer down, plug in the Zumo, then start the laptop.  Then I get file transfer and can use Garmin Express as expected.  If I just plug it in while the computer is running, it will tell me its going into file sharing, but it never appears in File Explorer and Garmin Express doesn't find it.

    Ah.  I just realized that if I keep waiting long enough I'll finally get a request from Windows asking what I want to do with this device.  Then I can tell it I want to use File Explorer.  It must have been a couple of minutes, and I was finishing an email before rebooting and inadvertently waited long enough this time.
